I am guessing that the only Conservative brave enough to stand up for a residents in the last Council meeting must have nearly completed her suspension from the party for doing so.
This suspension, I assume, was intended as punishment. A lesson - 'This is a warning, don't think for yourself again'.

The people of Old Basing and Lychpit will wonder whether Cllr Cubitt is free to represent them or whether she has agreed to put the Conservative party first from now on in order the retain her place in the administrations bunker.
If she is free to represent Basing and Lychpit, we can only assume suspension was simply an excercise of public humiliation dished out by a nasty party for spiteful reasons.
