Here's the changes you need to make if your local Council is Conservative run
Collins Dictionary says - Propose - To put forward as a plan for consideration.
replace with;
Tory Council dictionary - Propose - Used instead of the word 'decide' when you want to give the impression that you will consider the views of others when actually you don't give a damn
Collins Dictionary - Consult - To ask advice from someone, to refer for information, consider, to have regard for (a persons feelings interests etc)
replace with;Tory Council Dictionary - Consult - To give others the opportunity to agree with something you've already done or going to do regardless
Here's the reason;
On Monday this week a Cllr Parker and I received a phone call from the company refurbishing the Malls. The project is behind schedule and replacing the flooring has proven problematic. They have been trying to do small sections during the day, but the centre is too busy and they wanted to work overnight. Therefore they were proposing to work through the night for a few weeks. When Cllr Parker and I were first consulted, we had agreed that noisy work should be taking place before 10.30pm so residents weren't disturbed by noise every night for 7 months. No work was going to be done after 11.00pm
Cllr Parker asked them to email details of work to be undertaken, which arrived Monday evening. On Tuesday I replied with some concerns. Although laying flooring was unlikely to keep people awake, removing the old floor could involve heavy machinery and moving rubble that was loud. As I waited for a response with these assurances, I noticed that the Council had issued a 'tweet' and press release saying the Malls would be closed to allow for the flooring to be replaced on Monday!
The decision had been taken before I had the detailed proposal. I got the impression I was being consulted, when actually I was being told!
Thankfully, the construction company have been in contact and agreed to remove the old paving by hand and not do any noisy work after 10.30.
